Currently, the U.S. Coast Guard is (I believe) the only federal agency that has NO political appointees. You can see my comments about Admiral Gracey’s interview with the U.S. Naval Institute about this at http://tinyurl.com/2wnd29.

Oh, right, it’s not so they’d take the heat off the Commandant… rather this person would do this:
PROPOSED POSITION: SECRETARY OF COAST GUARD
The Secretary of the Coast Guard is the senior official of the Coast Guard and essentially responsible for the effective and efficient functioning of the Coast Guard.
Among the responsibilities of the Secretary of the Coast Guard are:
(1) Advising the Secretary of the Department in which the Coast Guard is assigned and the executive branch of the Federal Government on the capabilities and requirements of the Coast Guard to perform its statutory missions.
(2) Presenting and justifying Coast Guard policies, plans, programs, and budgets to the Secretary of the Department in which the Coast Guard is assigned, executive branch, and Congress.
(3) Communicating Coast Guard policies, plans, programs, capabilities, and accomplishments to the public.
(4) Tasking other members of the EOH and other elements of the Coast Guard, as necessary, to accomplish missions and functions.
(5) Convening meetings with the senior leadership of the Coast Guard as necessary to debate issues, define and provide direction, and seek advice.
(6) Managing the external affairs and the compliance functions of the Coast Guard with the advice and assistance of the Commandant, Coast Guard.
(7) Prescribing the relationships of each office in the Secretariat and Coast Guard to ensure that the Commandant receives such support as the Commandant considers necessary to perform assigned duties and responsibilities.
